New EU deposit-limit rules take effect for online gambling

A new set of EU rules aimed at online casinos and sportsbooks took effect on October 31, 2025, requiring players to set a personal deposit limit before they can make their very first deposit on a licensed site. Operators are also now required to prompt players to review that limit at least once every six months, rather than leaving it untouched indefinitely once it’s set.
The change is part of a broader wave of player-protection rules moving across European gambling markets, following a stretch of years in which regulators focused mainly on licensing and taxation rather than how betting products themselves are designed. Several countries had already introduced similar deposit-limit requirements on their own, including Germany’s monthly deposit caps, but this rule pushes the practice closer to a shared baseline across the bloc. Operators serving multiple EU markets now need to apply the same prompts consistently, rather than tailoring the experience country by country, which several compliance teams have described as one of the more disruptive technical changes of the year.
